Legal news : To benefit from preferential conditions for imports/exports in Norway, you must write a special declaration on the commercial invoice

Norway is a member of the European Free Trade Association (EFTA), but it is not a member of the European Union. As such, it is not automatically the beneficiary of various preferential trade agreements signed between the EU and EFTA. 

However the Norwegian importers receive free rates or reduced tariffs, they include appropriate information on their documentation, following the guidelines below: 

For items worth less than 50 000 Norwegian Kroner (NOK) 

If the products meet the preferential conditions, it is essential to include on all commercial invoices, declaration reads as follows (or equivalent): 

Supplier declaration for products with preferential character according to their origin 

Supplier's declaration, the text of which is below shall be established in accordance with the footnotes page. However, the footnotes page may not be reproduced. 

DECLARATIONI hereby declare that the goods listed in this document .......................... (1) have their origin in ............................ (2) and satisfy the rules of origin governing preferential trade with ................................. .................... 3.I declare that (4): 
• Cumulation applied with ....................... (Name of the country / countries)• No cumulation applied. 
I am committed to provide customs authorities any further supporting documents they may require.................................... (5) 
................................... (6)
 ................ (7) 

(1)If only part of the goods listed in the document are concerned, they must be clearly identified as such and identification must be included in the declaration as follows:"...  listed on this invoice and marked ... as originating in ... "

(2) The Community, country, group of countries or territory from which the goods originate. 

(3 )Country, group of countries or territory concerned. 

(4) To be completed, if only for products having preferential origin status in the context of preferential trade relations with one of the countries referred to in Articles 3 and $ the appropriate protocol for which the accumulation of Pan-Euro-Mediterranean origin is applicable. 

(5) Place and date.

(6) Name and function in company 

(7) Signature 

If you do not include this statement (or similar), you can not in any case apply for a preferential rate. If the goods have been shipped between the EU and EFTA countries, but their manufacturing origin in a non-member of the EU or EFTA, then the discount is not applicable not more. 
For items of a higher value 50,000 Norwegian kroner (NOK)  

These shipments must be accompanied by an original form EUR1 duly validated unless the document has been sent the day before to be available for inspection at the time of passing through customs.Whatever the value of imports in Norway, FedEx customers should be aware that if the sender and the importer does not provide an original and signed by commerciale/EUR1 bill, the result of delays in customs clearance and any payment of additional fees.
